PURPOSE OF THE PROGRAM

The Virginia Court Clerks’ Association offers clerks and deputy clerks a Career Development Program to meet all criteria for Career Development established by the Compensation Board. Participation is voluntary. This Program is established to encourage professionalism by improving personal skills, knowledge, and abilities of Circuit Court Clerks and Deputy Clerks, and to provide the vehicle by which they may request salary supplementation from the Compensation Board.

MASTER CLERKS & MASTER DEPUTY CLERKS

COMPENSATION BOARD (CB) sponsors & funds salary supplement for Master credential; sets minimum standards for career development program. Clerks annually request the salary supplement for Master Clerk and Master Deputy Clerk in COIN.
VIRGINIA COURT CLERKS ASSOCIATION (VCCA) established & maintains Career Development Program for Clerks & Deputy Clerks. Certifies Master Clerks and Master Deputy Clerks. Master certification entitles Clerk and Deputy Clerk to receive a 9.3% salary supplement added to annual salary set by CB.

MASTER CLERK must earn the National Center for State Courts (NCSC) Certified Court Manager (CCM)  certificate

MASTER DEPUTY CLERK is not required to earn the National Center for State Court (NCSC) Certified Court Manager certificate but may take the courses and earn the certificate.

Renew Master credential every three years with the VCCA by filing new Application for Certification. Report continuing education annually to VCCA by filing Annual Notice of Recertification.
Clerk requests Career Development Master salary supplement from the Compensation Board in the annual COIN Budget Request.

HOW THE VCCA CAREER DEVELOPMENT PROGRAM WORKS

The VCCA is the Career Development Program sponsor. Enrollment in this Program is voluntary, at the sole discretion of the Clerk of each Office.

The “Master Circuit Court Clerk” and “Master Deputy Circuit Court Clerk” credential is awarded by the Virginia Court Clerks’ Association. The clerk and deputy clerk earn this professional designation by meeting all career development requirements of the Compensation Board and the VCCA.

The VCCA Career Development Program is administered by the Certification Review Committee. This Committee has the responsibility of approving applications for Program certification and re-certification, assuring that timely and accurate records are provided to the Compensation Board, and determining contact hour credit for accredited coursework.

THE “DIFFERENCE” BETWEEN THE VCCA CAREER DEVELOPMENT PROGRAM AND THE COMPENSATION BOARD’S CAREER DEVELOPMENT DOCUMENTS

Certification in Career Development with the Compensation Board qualifies the participant for a 9.3% salary increase, dependent upon General Assembly appropriation. Annual certification for each participant is required by submission in the COIN Budget Request.

Certification in the VCCA Career Development Program earns the successful participant the professional credential “Master Circuit Court Clerk” or “Master Deputy Circuit Court Clerk”. After initial certification, recertification is required every three years.

The VCCA Career Development Program incorporates all Compensation Board criteria into its Plan. Therefore, initial certification in the VCCA Career Development Program also qualifies the participant to request the salary increase from the Compensation Board.

Clerks may enroll themselves and selected deputies in the VCCA Career Development Program, or establish a different plan for the Office, or refrain entirely from engaging in career development activity.
